Vicki Hoak has more than 30 years of experience in association management, state government, and marketing. Before being appointed CEO of the Home Care Association of America, she served as CEO of the Pennsylvania Homecare Association for nearly 20 years. During that time, Vicki served on two gubernatorial task forces on senior care; was Chair and Vice-Chair of the Council of State Home Care & Hospice Associations; and was Chair and Vice-Chair of the National Association for Home Care & Hospice Forum of State Associations and Chair of the Long-Term Care Committee. She also was a member of Pennsylvania’s Medical Assistance Advisory Committee. Vicki was a founder of the Senior Support Coalition and was named one of Central Pennsylvania’s Women of Influence. Earlier in her career, she was a press secretary under Gov. Robert P. Casey, focusing on human services.

Today, Vicki is leading the national association exclusively representing the home care industry that provides in-home personal care to millions of older Americans and individuals with disabilities. As she enters her third year at the helm, the HCAOA is focused on advocating for the interests of home care organizations and the people they serve at the state and federal levels. These efforts include supporting family caregivers and professional caregivers, expanding Medicaid home- and community-based services, and sustaining affordable and accessible home care to all.

Through the HCAOA’s state chapters and partnering with other state home care associations, the HCAOA continues its emphasis on increasing state licensure for home care and advocating for the profession of home care aides, promoting home care as a vital segment of the overall health care system, and working on solutions for financing long-term services and supports.
